4. Do we need to have a constitution or a set of rules to apply?

Yes, if you are applying on behalf of a group. A governing document, or constitution, tells us that you are legally established, what your objectives are, how you operate, who can become a member etc. If you need advice in this area you can contact your local Council for Voluntary Service who will be able to help you.
